What is the difference between Safe Mode and Normal Windows 9x?

This issue is for

Windows 95
Winsows 98

Safe Mode bypasses the Config.sys, Autoexec.bat, loads a different System.ini, and then bypasses the Win.ini and StartUp group. It also loads generic video, mouse and keyboard drivers.

This allows Windows to start when the startup files or drivers have been corrupted. In Safe Mode, you do not have access to the CD-ROM drive or to the modem.
